first on the runes/mod/etc being unlocked at this time no but Gaile is checking to confirm
remember these are skill packs not UAX packs
on getting the runes/tangs/etc you (as stated) use your new skills to earn faction and buy the upgrades in the usual manner
That is exactly what I was thinking at first, but the more I thought about it, the less sense it made and...... oh well. I'm not going to buy it anyway so I'll just stop thinking about it.
It's been said before...Anet never forces you to buy your skills. It's the player's wish (and IMO, their loss) if they wish to buy their unlocks.
And I highly doubt Anet is relying on these skill packs...they're just widening their customer base by catering to lazy players. But for me, I'll continue doing things the old-fashioned, money-free way . I have time after all.
You've paid over $100 for Guild Wars (C1+C2) thus far, with another $50 comming up in a month (C3). I fail to see how this is a money-free way of unlocking skills...?
It's money free in the sense that even if he didn't unlock any skills, he still would have bought the campaign. In owning the campaign, he happens to unlock the skills without having to spend any extra money.

Doesn't it strike you as odd when they are aiming a PvP edition at the PvP crowd, and all they want is a level playing field, the PvP edition designed to level the playing field still doesn't level the playing field?
